Fix L2 gas pricing #77
Description
Right now L2 gas pricing is turned off - we don't set the l1ChainId value at all in the chain config which in turn skips factoring in the l1 gas price component in the total paymentUserOp quote amount.
Investigate and fix the l1 gas price component and test on L2s on both testnet and mainnet, including both Arbitrum and Op based L2s.
