As alert banners are being used on both gov.bc.ca, and other government related sites, it might be good to have the alert banner colors as their own design token, if this is not possible and the use of existing tokens already exists, than the black banner option should be added at minimum

Rationale
To ensure who ever is using the design system tokens, that it is obvious when creating a banner, that their banner colors match that of bcgov alert banners. This was brought up when we recently had to use the black banner on one our websites.
