Ops: validatePermit - 500 errors reported

Received an email on 500 errors when validating a permit.
Could find no such errors in the API logs
Could find no such errors in the Api Gateway which would be returned for rate limit issues.

Asked HMA for more details such as:

• date & time
• call made, including payload
• complete response
