CR: Re-enable "Unit Type" drop-down during renewals

Observed Behaviour

When renewing a Registration, the "Short-term Rental Property Unit/Rental Type" drop-down is programmatically disabled. The original intention was to have the Year 1 property unit/rental type value translated (or "mapped") to the new unit types designated in Year 2. As such, the "Property Unit/Rental Type" should have been pre-filled during the renewal process with a valid selection, and it was believed that the "Property Unit/Rental Type" drop-down could be disabled for a more streamlined expired.

Unfortunately, it appears that some options from Year 1 were missed during the mapping process. This results no value selected in the "Property Unit/Rental Type" drop-down. Because this drop-down is disabled, the Host is unable to pick a valid selection, preventing the completion of Step 1 in the renewal process.

Desired Behaviour

Disable the logic that disables the "Property Unit/Rental Type" drop-down, making this field always editable by the Host during the renewal process.

@victorc-bcgov as discussed this morning, maybe to allow Hosts to have their own unit in Strata Hotel and still be exempt, we could add some other checkbox to re-enable the Property Type dropdown? Just for this specific case, and not to re-enable for everyone at once.
