As a policy user i want the declaration to reflect the accurate policy

Acceptance Criteria

• PT 26/27 Form
• Part time only student declaration content change
• Add additional content to the "I understand" section there will be a 6th item on the list and the content will be the following.

6. If I receive Canada – BC Integrated Student Financial Assistance, a portion or all of the funding (loan or grant) may, at the school’s request, be sent directly to the school to pay education fees.
