It seems that STARTGEM was able to accomplish this more or less before TOS 1.04 made is a built-in feature.
It seems like it waits for (or induces) GEM to start, it loads DESKTOP.INF, lets the windows redraw, but then executes the intended file just before it opens?
It only worked on 1.00 and 1.02 but that's actually all we need, since --auto can use the detected TOS anyway.
