Add documentation: How to contribute to translations

There is no public documentation about the contribution process on localize.backdropcms.org. We should document somewhere, how things work.

So far, I've provided people via email with basic information. I'll start to document it here in this thread, looking forward to get some feedback before we publish it in a more official place.
