telemetry: add allowedValue in cwsprChatConversationType (#1073)

## Problem
The telemetry in aws-toolkit-vscode uses cwsprChatConversationType but
lacks a value for inlineChat situation.

## Solution
add allowedValue in cwsprChatConversationType
