Feature request: Support Bedrock AgentCore Runtime deployment

Support Bedrock AgentCore Runtime as a target platform for deployment for agentic implementations.

Proposal

With the recently announced support for direct code-zip file deployment for AgentCore Runtime I think it would make sense to support it in the sam cli (and hence simplify build and deployment)

Things to consider:

1. Will this require any updates to the SAM Spec: Possibly, but not necessarily, it would be nice to have first class support for its primitives, but maybe it could be added in a second phase.
