Merge BinarySolutionReader with BinaryHeaderArrayReader at HeaderArrayFile.BinaryReader

HeaderArrayFile.BinaryReader should by default dispatch to the appropriate reader based on file extension. An option should be available to force the reader to use the alternate format.

Merging these into one reader turns out to be a bad idea from the stand point of extensible architecture. Instead, planning to expose static methods from the HeaderArrayFile that provide this default switching behavior based on file extension.

This way the static members (e.g. BinaryReader, JsonReader, BinarySolutionReader) can maintain their current responsibilities, but the desired user experience is available (i.e. standard entry via HeaderArrayFile.Read(..) or more advanced entry via HeaderArrayFile.BinaryReader.Read(...).
