Perhaps create a gist in the background upon submission and add the link to it in the issue? Probably have to create them as an anonymous user since it requires a token, and that won't work for zip files, but for a log file or two it could.

Creating anonymous gists would be a non-starter, especially given that we would be using them to upload log files with potentially personally identifiable information. It causes a lot of headaches for GitHub Support. I worked with Support and the owner of the beautifier package to move them away from using anonymous gists 😀
