[Release] migrate the openwhisk builds in the apache infrastructure

Why you need it?

OpenServerless still uses at least for the standalone container (used in miniops) an old build made for nuvolaris. Also note the build patched slighly the standalone to address some issues with the env var.

The code is still in github.com/nuvolaris/nuvolaris-controller and refer to a patched version of openwhisk with a submodule reference

How it could be?

we should integrate the build and probaly the patches to have a complete build
in nuvolaris

@sciabarracom this project https://github.com/apache/openserverless-build was meant to build Openwhisk 2 and generates images already into the Apache docker repo, https://hub.docker.com/orgs/apache/repositories?search=openserverless-wsk

You will need to migrate to Openwhisk 2 with the scheduler of course.
