local whiskprops

## Why you need it?
To have multiple wskprops and be able to deploy in  multiple projects without having to  relog ever time

## How it could be?
If ops ide devel and ops ide deploy, if there is a local .wskprops, the variable WSK_CONFIG is set to it will pick the local one instead of the global one
