Steps to Reproduce

1. Zoom into two categories by using zoom in the toolbox.
2. Scroll mouse wheel to zoom out.
3. Observe that users can zoom out to see all categories.
4. Zoom into a single category by using zoom in the toolbox.
5. Scroll mouse wheel to zoom out.
6. Observe that users cannot zoom out to see all categories, only show the zoomed category at step 4.

Current Behavior

User cannot zoom out to see all categories by scrolling mouse wheel when using data zoom from toolbox to zoom in a single category

Expected Behavior

User should be able to zoom out to see all categories by scrolling mouse wheel when using data zoom from toolbox to zoom in a single category
