解决方案：引入接口层以解耦相关包的依赖

1. 在 clientapi 包中定义相关接口

有些依赖可能是不必要的，甚至是错误的，需要先梳理一下模块的依赖关系再决定要怎么去解决，有些可以用接口解决，有些需要挪动一些代码

有一些是为了compat old API的函数，可以不用管，到时候删了就好了，耦合不深。
有的需要换成global package的config，避免依赖config package.

目前，我们只解除了protocol 在TLS配置方面对config package的依赖。虽然我们只踏出了第一步，但却是至关重要的第一步。之前的config package是对dubbo-java一味的翻译与模仿，但是server，client，instance等概念的产生，option和global package的引入意味着dubbo-go走上了自己自研的道路，这条道路也许会更加艰难，但也会更加有趣。

接下来的目标是逐步解锁其他配置对config package的依赖，我会先从config package中的全局变量 service入手，找出global的全局service的最佳实现方式。
