Support compressed RecordBatches via Flight

Describe the enhancement requested

As a .NET Arrow Flight user, I should be able to send and receive compressed record batches so that I can reduce the number of bytes sent over the network for faster transfers.

I've submitted #285 to address this — threads ICompressionCodecFactory through the Flight reader hierarchy (5 files, all backward-compatible with null defaults). Happy to address any feedback.
