The testing and deployment workflows for the dev cookbooks used to depend on the arrow-nightlies conda channel. That channel isn't being updated, see apache/arrow#41856, so now:
- The dev cookbook test workflow uses stable versions
- The publish dev cookbook workflow will fail until we fix this
@raulcd had the idea of not using conda for the dev cookbooks and building something ourselves using existing infrastructure (like the nightly PyArrow wheels). That seems like a reasonable approach to me.
