format: provide way to escape wildcards in GetObjects

What feature or improvement would you like to see?

(1) equivalent of getSearchStringEscape
(2) a standard option to request literal matches?
(3) a function to simply escape a name? #1398

We need to be careful: some databases (like BigQuery) use C-style escapes (backslash) rather than the typical SQL way (doubling up quotes)
