Modify the accumulo-cluster script to wait for stop or kill operation to be completed

The accumulo-cluster script sends commands to the servers, but does not wait for the processes to be down before returning. Evaluate whether this is possible given the way that the accumulo-cluster script interacts with the accumulo-service script remotely.
