APPBAR: Add notification when resource shared to user

Description

As a user, potentially with many shared notes, I would like to know when someone has shared a note file with me. This would be a notification action that is triggered when a permission is granted from within SolidUi.

If it is to intergrate with device notifications, then it will have platform dependencies, and may require different entitlements in macos/ios/android etc.

If possible in the same issue, it should also update their Solid settings to add a notification section to the settings window and show the type of notification that is implemented.

Why

So that as a user I know the note is available and can access it.

• No errors from make prep
• All tests pass make qtest
• User is notified when note is shared to them
