SOLIDPOD: add transfer of resource ownership function

Description

How would transfering ownership of a file work? Is this moving the file from the original owner's pod to the new owner. And what log record is appropriate.

The file permissions should still retain the details of the original owner as the creator of the resource, even after ownership has been transferred

Why

As a citizen and as an employee, I create a file that I want to transfer ownership to another person or an organisation, eg my employer. As I want them to now be responsible as an owner, and hold the IP of that file.

Closing Criteria

Checklist for closing the issue:

• No errors from make prep
• All tests pass make qtest
• Come up with a process that should be implemented to transfer possession and IP of a file.
