NOTEPOD/BROWSERPOD: upload md file

Description

Can we have an upload file functionality? Anticipate that this could be a widget in solidui that devs for notepod and browserpod might be able to use. Initially supported files types could be just markdown or maybe markdown and plain text. This issue could be made more specific after review by others.

We would probably need to add some file type validation, ideally more than just checking the filename suffix.

Why

So that as a user I can upload markdown or text files that I already have on my device into my pod and use in notepod/browserpod apps.

Closing Criteria

Checklist for closing the issue:

• No errors from make prep
• All tests pass make qtest
• I can upload a file for use in notepod/browserpod
