Set up Settings

At the beginning of each game, ask user to set up settings. Settings include Score Limit, speed of sprites, and # of active bullets allowed.

Obviously, this set up window will change when more features are added to the game. For example, when powerups are added to the game, the settings set up window should have a checkbox field for all of the powerups the user wants to be included into the game.
