"layering" scheme does not preserve event priority

Describe the bug

The "layering" scheme, which works by condition, does not properly preserve the priority of events, and results in incorrect rendering in schedule-state-card.

It's unclear if the bug is in the rendering of the card or the data presented by schedule-state to the card.

Version 1.1.1 of the card is probably the final version for now. It should resolve all display issues (priority, content, etc.) and perform better in terms of loading/processing interactions and updating layers.
Let me know if you are aware of any other issues that need to be addressed or resolved.
