Generate and install a pkg-config(*.pc) file for e-smi. The .pc file exposes include and library paths via pkg-config, allowing downstream projects to link against e-smi without hardcoding build flags. Signed-off-by: Sivaprasad Tummala <sivaprasad.tummala@amd.com>
