`consumer.InfrationParameters` has been kept because it is tied to slash/tombstone logic in the provider module. While this field should be removed, we need to review the logic behind slash/tombstone validator in case of misbehavior or double sign. Similarly all the logic of misbehavior, double signing tx submissions should be reviewed/revampled.
