Burnt (collapsed) buildings

When a building collapses due to fire...

• It loses it's Historical Buiding flag (if it was set) - is there a way to retain that flag?
• If Disaster Response team has visited the building and I try force upgrade/downgrade, the building reverts to "disaster team not visited yet" state
  
• Should building 'recover' (be rebuilt), it's often not the same building that was there before (likely due to Historical Building flag being cleared?) - is there a way to ensure it builds back to prior asset?
