Use CocoaHTTPServer [DONE]

set plist voip mode [DONE]

make socket(server) as voip mode [DONE] https://github.com/robbiehanson/CocoaHTTPServer/blob/master/Vendor/CocoaAsyncSocket/GCDAsyncSocket.h#L890-L915 Doesn't help much because the socket has to be connected to mark as voip. HTTP servers tends to accept sockets rather than keep things connected... But anyway I've done this. Looks like it's working properly.
