feat: provider migrations #405
Description
Create a way for provider code to run migrations on specific versions on initialisation.
The goal is to migrate resources during API changes such as Manifest changes.
Ultimately it will allow Providers to have a process in place to update existing resources (such as leases) without breaking them.
