ULCT: Publicly-Owned land inventory support (POP)

Benefit

• As per HB433 (2023), to the maximum extent possible, compile a statewide GIS database of all government-owned property parcels. Completion of this task is dependent on the availability of the necessary county data.

This is the current priority order of counties to be worked on and has been provided by UAC:

• Washington County - Exclude records where FLAGTYPEDESCRIPTION = Charitable, Religious, Educational, Common/Open Space. For the actual query, there is an equivalent ID field that can be used, named FLAGTYPE

1. Start inserting all work done on county data provided by UAC into one single uniform data schema
2. Add county data created so far into an instant app in order to start collecting feedback on work done so far 433 Viewer

• Add new layer showing a buffer around all rural municipalities in relation to their distance to infrastructure such power, roads, etc. A different buffer level can exist for each municipality, depending on its distance from infrastructure. 12/29/25 - I added a layer of all munis buffered by 2 miles and dissolved for discussion.

@chriswnek I made some edits to the Acceptance Criteria in an attempt to organize it how I understand it.

I have worked through Washington County and have provided @eneemann a dataset to look at before I get too much further into the remaining counties provided by UAC.
