This work establishes an in-house Surveyor-in-Training (SIT) position hired by UGRC to support the DWR Lands Team. Working under the direct supervision of UGRC’s Licensed Professional Land Surveyor, this role provides a direct pathway for the SIT to gain the experience required for full licensure. This internal framework eliminates costly private contracts, bypasses procurement delays, and accelerates field surveys and GIS updates—all while developing long-term, licensed surveying talent within the state.

Acceptance Criteria

• Establish Licensed Supervision and Mentorship Framework
  UGRC formally designates an internal Licensed Professional Land Surveyor (PLS) to act as the direct supervisor, establishing a documented progressive experience plan that satisfies Utah state licensing board requirements for the Surveyor-in-Training (SIT).

• Define UGRC Hiring and Funding Structure
  UGRC successfully executes the recruitment, hiring, and onboarding of the SIT position, including finalizing the cost-sharing or time-tracking mechanism with DWR to account for the shared split of duties.

• Integrate SIT into UGRC Cadastral and GIS Workflows
  The SIT is fully onboarded into UGRC’s data environment, successfully performing COGO (Coordinate Geometry) parcel reconstruction, boundary analysis, and updates to the statewide digital parcel fabric under PLS oversight.

• Cross-Train SIT on NSRS Modernization & Datums
  UGRC provides technical training to the SIT on high-level agency initiatives—such as the transition to NATRF2022 and utilizing the Utah TURN GPS network—ensuring the trainee can apply modern reference frames to DWR field projects.

• Log Progress Toward Professional Licensure
  A formal quarterly review process is established within UGRC to track, sign off on, and verify the SIT’s qualifying experience hours, ensuring measurable progress toward their independent PLS license.
