docs/conformance.md currently opens with "intended to be 100% conforming to ARCP v1.0" and a "v1.0 coverage" section. Restructure so v1.1 is the primary target and v1.0 conformance is described as the additive baseline.
Use top-level CONFORMANCE.md as the template — it already does this correctly ("Conformance — ARCP v1.1 (additive over v1.0)").
Steps:
- Read both
CONFORMANCE.md (good) and docs/conformance.md (stale)
- Rewrite
docs/conformance.md so the headline targets v1.1 and the §-by-§ coverage table starts with the new-in-1.1 sections (6.4 heartbeats, 6.5 ack, 6.6 list_jobs, 7.5 agent versions, 7.6 subscribe, 8.2.1 progress, 8.4 result_chunk, 9.5 expires_at, 9.6 budget)
