Sync RSVP diffs from AK to VAN [2]

Acceptance Criteria

GIVEN the service has just retrieved an RSVP from AK that has already been synced from AK to VAN:

• WHEN any RSVP status has changed:
  • THEN the service should store that change in the DB
  • AND sync the changed fields to VAN
