Label PR on title

I'am using https://www.conventionalcommits.org/en/v1.0.0/ and would like to label the PR on the title when it starts with fix: or feat: etc.

That would be great, especially with the rise of LLM agents as those tend to push to branches with randomly generated names.

I would propose a new configuration section, example configuration:

Feature:
- pr-title:
  - '^feat\\('
Bug:
- pr-title:
  - '^fix\\('

Using GLOBs doesn't make sense for this, so I assumed a Regex would be used.
