podman-compose timeout issue in compose.py

1. Reduced timeout: 300s → 60s (container creation should be fast)
2. Added fallback logic: If podman-compose hangs/times out but container was created, manually start it
3. Better error handling: Only raise if there's a real error, not just a timeout
