Spike/stretch goal: Work out how to do background sync in elm

We would like the users to be able to add a mood recording whilst offline and allow the service worker to send the post request to the backend once it gets a connection again.

this is a stretch-goal because a lot of PWAs still do not do this, and it is not core to the apps' functionality.
