Support "Require ROI Files" feature from pyIFCB

There has been a request to support a new feature from the pyifcb library:

Configure a raw data directory so it allows filesets without ROI files. pyifcb has a switch now called require_roi_files that can be set to false, so that could be a tick mark in the admin UI when you add a raw data directory
