Support ontario immunization ID #143
Description
Currently Client ID is the primary identifier used in this project.
While OIID may not yet be created for clients, when it is, it can be used to retrieve an up to date record of vaccines via ICON, and could also be useful to pass through vaccine record submission process, to be leveraged with potential PHIX imports.
