Bump libsodium in GithubTests #4045

Describe what needs to be done and why
Scala CLI github secrets integration tests currently rely on libsodium 1.0.18 from conda.
As libsodium 1.0.18 is very old at this point, we should consider bumping this.
Note that this isn't simple, as newer versions of conda use a different packaging format which is not supported by coursier as of yet.

Describe alternatives you've considered
Leave this as is until the tests break for whatever reason. They're just tests.

Additional context
Libsodium 1.0.18 has been silently deprecated after 1.0.21 was released.
The files for 1.0.18 were moved under the old directory here:
https://download.libsodium.org/libsodium/releases/old/

It is unclear why, but it is quite old by the time of me writing this and I get the feeling that this is as good a reason for looking into this as any.
