Data Collection Methodology

Sources

All data in PolicyStack comes from publicly available government sources. Primary sources include:

  1. Union Budget documents (indiabudget.gov.in) -- Budget estimates, revised estimates, and actuals for scheme allocations
  2. Demand for Grants -- Ministry-wise detailed expenditure breakdowns
  3. Scheme dashboards -- Real-time or periodic data from scheme-specific MIS portals (MGNREGA MIS, JJM Dashboard, SBM Dashboard, NHA Dashboard, etc.)
  4. National Family Health Survey (NFHS) -- Health and nutrition outcome indicators
  5. UDISE+ -- Education enrolment and infrastructure data
  6. Sample Registration System (SRS) -- Vital statistics (IMR, MMR, sex ratio)
  7. Periodic Labour Force Survey (PLFS) -- Employment and labor force data
  8. CAG Audit Reports -- Performance audit findings

Data Standards

  • Currency: All budget figures are in Indian Rupees (Crores). 1 Crore = 10 million.
  • Fiscal year: Indian fiscal year (April-March), denoted as "2023-24" meaning April 2023 to March 2024.
  • Population: Census 2011 figures unless otherwise noted.
  • Missing data: Blank cells indicate data not available. Do not impute.

Limitations

  • Budget "spent" figures may be provisional and subject to revision
  • Scheme dashboards have varying update frequencies
  • State-level disaggregation is not available for all schemes
  • NFHS data is collected at ~5 year intervals (NFHS-4: 2015-16, NFHS-5: 2019-21)
  • Some scheme names and structures change across administrations

Update Frequency

  • Budget data: Updated annually after Union Budget (February)
  • Scheme indicators: Updated as new data releases occur
  • NFHS/Census data: Updated on survey completion
