Severity: moderate

Justification: Small range but includes a Snitch interrupt-handling bug fix (#310) and a Snitch core interface clean-up (#312) — both RTL-relevant. Also adds a Spyglass flow with reported-violation fixes (#313) which may have shifted RTL touched by lint. Not large enough to be major, but the interrupt fix is a correctness improvement.

Update opportunistically — pick up the interrupt fix and core-interface tidy. Verify the still-not-finishing snitch_cluster/asap7 flow is unaffected (we currently carry SKIP_INCREMENTAL_REPAIR = 1 for it). After the bump, re-baseline timing/area to confirm no new regressions.
