Justification: Range adds a new Reduction feature in hardware (#163) and fixes a non-zero width mismatch for VCS simulation, both RTL-affecting. Includes VCS-elab fixes + collective-routing bug fixes + chimney output cuts (#169), and a floogen collective-check on the model (#181). Two v0.8.x point releases. Not architectural enough to be major, but more than docs/CI.

Recommendation

Update opportunistically — collective routing + VCS elab fixes look worth picking up. The new reduction hw feature is opt-in; HighTide's floonoc/asap7 variant should not be affected unless explicitly enabled. After the bump, re-baseline area/timing; check whether any of the bug fixes overlap the still-not-finishing floonoc/asap7 flow.
