Upgrade client code to React 17

• Upgrade our client dependencies (e.g. react-select, visx) to React-17-compatible versions
• Remove deprecated methods like componentWillReceiveProps from "our" class components (ideally, we can just run the Meta-provided codemod)
• Upgrade the version of React which is specified in the resolutions for ApiCommonWebsite, ClinEpiWebsite, MicrobiomeWebsite, and OrthoMCLClient
