Read only roles for each facility

This is a requirement from UO. We need to have read only role for each facility.

This would be dependent on POC UserOfficeProject/user-office-core#1282 to be completed.

Things to consider/clarify:

1. Is the read-only role intended only for the proposal page, or should it apply more broadly?
2. Should users with this role have read-only access to other pages/tabs, such as:
   Instruments
   Techniques
   Calls
   Notices
   PDF templates
3. For all remaining pages not included above, should those pages be hidden from the user?
4. Should the read-only roles be a subset of the current User Office role, and are not required for the Instrument Scientist role?
