Proposal assigned counts are broken

Those numbers can be a bit scuffed. If the call/proposlas are not in the correct status it can not count the proposals as they are not consisdered current. We should check the conditions proposals need to be in to count.

Would have been useful to know what the status of the proposal were when you saw this bug

@TCMeldrum The proposals were in FAP_AND_FEASIBILITY_REVIEW. I would expect that to count towards the proposals assigned number, but maybe not?!
