WEB3-039: Social Media Icon Hover Flicker near below boundary

Bug Description

The Instagram, X, and LinkedIn icons in the hero section flicker rapidly when the cursor is positioned just below the icons. This appears to trigger unstable hover states, causing repeated hover enter/leave events.

Steps to Reproduce

1. Go to the homepage.
2. Move the cursor just below the social media icons.
3. Observe the icons flickering on and off rapidly.

Expected Behavior

When the cursor is just below the icon, the icon should trigger hover normally and remain stable without rapid flickering.

Actual Behavior

Icons flicker rapidly when the cursor is slightly below them, likely due to hover area overlap or unstable hover state triggering.
