Link up the "Start Scan" & "Cancel Scan" buttons to the correct ICommand

**Describe the bug**
The user can select start scan multiple times and is not able to cancel the scan


**Additional context**
Find out why the "FileScanner.IsRunning" property is not updating to disable and enable these buttons (Line 83 & 84 of the MainWindowViewModel.cs file)
