Secondary Role Trigger by mouse issues

When the secondary role trigger by mouse is enabled, secondary roles will trigger secondary directly on the first resolution after a mouse action has been performed.

This feature has a couple of issues:

1. The request for resolution does not start a resolution, so the resolution will not come before something else triggers the resolution, such as timeout or another key being pressed.
2. Sometimes, perturbations of the trackball/cluster ball will cause false activations while typing. I believe these are the last false activations I experience. I'm thinking about getting around that by making the mouse activation only trigger after a certain amount of mouse activity.

The fix to the second issue I think is to just include the resolution request in the main logic, making it subject to the minimum hold time.
