Make library pip installable to work with he qt3utils library

I should talk with Adam about this, but I will need to utilize this library to operate with the qt3 utils library. I will either transfer this library to qt3utils or I will make the library pip installable. This may, however, only work on windows because of how the api is opened. I also wonder if I can just open the api automatically and be fine. I need to figure this out eventually.
