Add vector capabilities

The new commit, removed the vector processing and should be added in again. This should now happen outside of solweig_run.py which only make use of raster-based data to run the model (as intended).

The current approach uses the rasters, therefore leaving the vector processing completely to upstream work. I think leaving them separate, so that vector processing you dealt with upstream, is for the best
